Acceptance procedures at BRUCARGO


Applicable as from January 1st, 2011.


These procedures are subject to change following instructions or standards from international institutions or organisations such as the European Union or IATA.


A. Within the framework of “Ready for Carriage”



  1. The freight forwarder delivers the airfreight to the acceptance area, the bay, exclusively using the dedicated areas for the acceptance of goods.


  1. After finishing the acceptance-process of the goods, and if gates were used, these gates must be closed in order to assure the safety of the goods at the handling agent’s premises.


  1. After unloading all shipments in the acceptance area, the forwarder hands over all documents to the handling agent provided the FWB is fully correct. The shipment have to be processed by customs previously and is compliant with all customs formalities for exports or re-exports (CCD message received from customs).
    The documents have to be delivered latest with the first delivery of the cargo. 


  1. The handling agent verifies if the documents and goods are “Ready for carriage”. The FWB must have been received.
  • The FWB information must match the AWB data in all aspects related to the shipment. At least following data fields will be subject to verification regardless of the IATA FWB version: number of pieces, weight, commodity, special handling code (PER, RRY, …), customs status, shipper and consignee.
  • Shipments must be delivered on pallets. In that case, they have to be loaded on pallets of such quality and in such condition that they can be lifted and moved by standard forklifts.
  • Delivery on the acceptance floor is done shipment per shipment, in such a way that the receiving agent can see all individual pieces. Small parcels must be clearly visible and must not be positioned between large heavy pieces.
  • PER, DGR, HUM and AVI must be delivered separately.
  • DGR, AVI and PER must be delivered and conditioned according to IATA regulations
  • Shipments must be packed in such a way, that they do not cause any danger for staff and equipment during manipulation and transport. Special attention should be given to long and narrow pieces.
  • Labels: all pieces must be labelled according to IATA resolution 606-barcode. Previously used and not relevant airfreight labels must be removed.
  • All goods and documents are checked within the deadlines. If a deadline is exceeded, the airline (represented by the handling agent) will take a decision together with the forwarder.


  1. If RFC (ready for carriage) conditions are not fulfilled, the shipment will be refused.
  2. If the RFC conditions are fulfilled
  • The handling agent sends an FSU message with code RCS to the forwarder, as proof of acceptance, on behalve of the carrier.



B. Within the framework of EU Regulation on Aviation Security 300/2008 & 185/2010



1.   On reception of any cargo, the handling agent shall classify the cargo as :

  • Known cargo
  • Unknown cargo


On reception of cargo the handling agent shall take all such steps as to reasonably satisfy himself that the cargo and any documentation which accompanies the cargo corresponds with each other. If he cannot so satisfy himself the cargo shall be classified as unknown cargo and subject to screening.

2.   The AWB and the FWB of known cargo must contain a security code to confirm it is known cargo. The first positions of the first line in the “Handling Information” field on the AWB and the first positions of the first line in the SSR (Special Service Segment) of the FWB message must contain one of the following codes:

  • -SPX- for passenger aircraft, or
  • -SCO- for full cargo aircraft only.

    Following information must be added:
  • ·         Either "KC" (originating from a known consignor) or "AC" (originating from an account consignor)
  • ·         Either the method of securing the cargo (eg X-RAY)
  • The unique identification code of the Regulated Agent (the C-nr in Belgium)
  • The name of the person who decided on the security status of the shipment
  • The date and time the security status was given


All other indications (including blanks) will be considered to indicate unsecured cargo.


3.   The regulated agent shall deliver known and unknown cargo separately.


4.   The handling agent accepting known cargo from a regulated agent shall verify that the person who delivers cargo for carriage by air as an authorised agent of the regulated agent has identified himself on arrival.  This verification will be done by means of a Brucargo delivery badge and by verifying the ID-card, passport or driving licence.

5.   Because of the mandatory screening neither the aircraft operator nor the handling agent can give any guarantee that unknown cargo will leave on its booked flight.

In tendering a consignment for carriage, the shipper must ensure that the requirements stipulated below are complied with :


1.1.  Each package in the consignment must be packed so as to ensure safe carriage, i.e. to withstand all conditions normally incident to transportation with ordinary care in handling and not to injure or damage any person, cargo or property.  Liquids must be packed only in containers which are securely closed, sufficient in strength to prevent any leakage or distortion caused by change in temperature or altitude during carriage and not filled to capacity, but allowance made for expansion.

1.2.  All old addresses, labels and markings must be thoroughly removed or obliterated from all packages and when second hand containers are used, marks denoting the brand of previous contents must be deleted completely.

1.3.  Where appropriate, each component part of the consignment must be addressed legibly and durably showing the same consignee’s name, street and city address as shown on the air waybill, or alternatively, show this information on one, or more component part with all other component parts in the consignment appropriately referenced thereto.  The labelling and markings appearing on all packages must be fully visible.  Addresses/markings shown on the air waybill must correspond with those appearing on all packages.

1.4.  The IATA Dangerous Goods Regulations must be complied with when a consignment consists in whole or in part of dangerous goods.  For such consignments the shipper must provide the shipper’s certification, duly signed and completed as set forth in the IATA Dangerous Goods Regulations.

1.5.  The IATA Live Animals Regulations must be complied with when a consignment consists of livestock.  For such consignments, the shipper’s certification duly signed and completed as set forth in the IATA Live Animals Regulations must be provided by the shipper or his authorised agent

1.6.  The IATA Perishable Regulations must be complied with when a consignment consists of perishable shipments. 

1.7.  Furnish all documents necessary for each consignment for export, transit or import (at final destination) which are required to be presented to the Customs or Veterinary authorities or any other government agency/body.  These documents must be complete and correct in all respects and must be tendered together with the shipment.

1.8.  All documents for each consignment for determining the nature of the goods when required for tariffs purposes, etc. must be complete, checked for correctness and tendered together with the shipment.





In tendering a consignment for carriage the Forwarder must ensure that such consignment is “ready for carriage”.  To render a consignment “ready for carriage”, an Agent must


2.1.  Ensure, within the scope of what can reasonably be expected, that the requirements as laid down in section 1 are met.

2.2.  Complete and attach a bar-coded cargo identification label as recommended by IATA to each package of the consignment and where possible on the same side as the address label or other markings

2.3.  Comply with the documentation, external packing, labelling and other requirements in respect of the commodities that are subject to special handling mentioned below :

  • Dangerous Goods
  • Human Remains
  • Livestock
  • Perishables
  • Valuables
  • Express Cargo

2.4.  Unless for e-Freight shipments, complete an international air waybill in accordance with IATA regulations, accurately and complete in all respects, including the completion of the “charges” box and the measuring of mass, measurements and nature of goods.

2.5.  Transmit the air waybill in the appropriate electronic format, in accordance with the IATA regulations  - Cargo Imp - to the handling agent before delivering the goods to the warehouse of the airline or its handling agent.

2.6. Make sure that the consignment, where appropriate, has passed customs.




3.1.  In acceptance of cargo from forwarders, staff must ensure, within the scope of what can reasonably be expected, that all requirements laid down in sections 1. and 2. have been met and that the shipment therefor is “ready for carriage” at the time when the consignment is tendered for carriage.  Where any of the requirements as prescribed in sections 1. and 2. have not been met, the forwarder must arrange for compliance or refuse acceptance.
